With a WordPress website already set up, it is very easy for most people to do routine content updates. Such as changing page text, adding new pictures, adding new blog posts or news items, adjusting SEO title and description.
Of course, there is a bit for you to learn but with some guidance on what is important, most people learn what they need quickly. Most people will only require a short orientation training session (perhaps an hour or two) even if they are new to web sites.

Generally speaking no. It is easier to start again with a new WordPress web site but it is normally possible to reuse your content and closely replicate your design. However moving to WordPress would be a good opportunity to review and update your website content and give your site a fresh look.
